There are actually some standard iOS gestures that get you close to what you want. A two-finger single tap on the keyboard (not in the text) followed by a drag moves the cursor. Essentially, this makes the on-screen keyboard a trackpad. A two-finger double tap on the keyboard selects the word at the current cursor location.
